Morning After Pill Doesn't Work (If You Don't Take It)

An article from EarthTimes.org reports:
"Even though advance provision increased use, we don't know if women were using emergency contraception at the times when they were at risk for pregnancy, when it was really needed," lead reviewer Chelsea Polis said in a statement. "If women aren't going to use Plan B when they are given it for free in a clinical trial and are counseled beforehand about using it every single time they have unprotected sex, then having to go to CVS and having to pay $45 each time -- it isn't going to happen."
Why would this happen? Women want the freedom to have sex when tehy coose to, and without the risk of pregnancy. They are handed, free of charge, the solution to their problem. And they don't bother using it? Come on now. What's wrong with this picture?
Or is it a case of the pill not doing the job it's supposed to, or perhaps it's not being taken in the prescribed manner? That'sFit Blog has this to say:
The researchers for this study stated that easy access to emergency contraception does not reduce unintended pregnancy rates. Are women not taking the pill as required or without counseling on how to properly use the product, then?
